This is a beta character, and some features might be changed/fixed.

---------Origin of WEEGEE--------------
Weegee came from a SNES game called Mario is Missing, which had Luigi as the main
star searching for Mario. It included the now-famous stare of Weegee. Nonetheless,
it was a bad game. The name "Weegee" came from various nintendo games with Luigi in it.
Just listen to Luigi's voice when he says his name, and you'll understand. 

Then, 4chan, (a society that should be avoided) made Weegee, well, a meme. Weegee
then made appearances in a hella bunch of YTPs (youtube poops, which involve clips
from something, and making it funny). It's rumored that he can turn the head of anybody
into Weegee.

COSTA then took Weegee and tried to make him into a Mugen character, but methinks he never finished, 
or got tired. Anyways, he just left this character out for those Mugen downloaders. Most
Mugen videos involing him had him instantly kill the opponent with the F1 button. (which,
the character didnt do, he's not F1 button or Chuck Norris)

Because i have no idea of what to use for Weegee (other than moves from the REAL Luigi),
i basically had to edit alot of sprites, do alot of Weegee image searching and shit. 
Most of his moves have him extending the length of his arms/legs/whatever, something that i
parodied from the Vagineer, a fan-made creature from Team Fortress 2. Some of his specials
and hypers have inspiration from other games, like Guilty Gear.

After downloading the said character by COSTA, something
told me that it would be pretty funny
if somebody actually completed Weegee. After a bunch
of TF2 games, sleep, Finals, and shit, ive decided to
try and make this weegee a... erm, better character.
Anyway, i had to use my whole imagination on how Weegee would attack
and etc. so i had to edit alot of sprites from the simple Weegee sprite,
so dont blame me that weegee looks stupid.

enjoy, and unfornately, a mudkip character would also probably
be a joke character, so he cant be made D:

Movelist;
C.MP = Launcher
2p = Throw

Weegee can jump cancel certain standing moves. This was taken from Guilty Gear.
Weegee can also jump during an air combo. He can only do this once in the air. This
was taken from Tatsunoko vs Capcom.
Weegee can dash forward, and he's invinceable when he's dashing back. He can dash back
whenever he is in a block state.

---Specials---

Weegee Battari/Weegee Flop = QCF + P
Weegee launches at the opponent, headfirst. Has pretty
bad recovery though, but is a overhead.

Hagetaka Hajiku/Vulture Flip = DP + P (air ok)
Weegee surrounds himself with electricity and does a backflip.
I got this idea from Guilty Gear's Ky Kiske, who does a similiar antiair 
attack.

Hell Pyre/Gurenken = QCF + P (Air Only, follow-up to Vulture Flip)
Weegee sends out a mini version of himself to hit the opponent. Can be used in the air,
or as a follow-up to Vulture Flip. This move is based off of the same move in the Tales series, 
where the person doing the move would a do a uppercut, and release a projectile to hit the opponent
on the way down. The Mini Weegee projectile can also OTG.

Magic Balloon Counter= QCF + K
Weegee will hold out the magic balloon. If the opponent strikes Weegee, Weegee will
LAUNCH that idiot, sending them into the sky so you can combo them. (But you have to
manually super-jump)

Spaghetti = QCB + P 
Weegee throws Spaghetti at the opponent. It's a simple projectile.

Ryuujin Zenpou/Dragon Blade Flash = RDP (Reverse Dragon Punch, B, D, DB) + a (air ok)
Weegee does a frontflip. During this move, Weegee cannot be hit by normal attacks and all projectiles.

Ryuujinkyaku/Dragon Blade Kick = RDP + b (air ok)
Weegee does a frontflip with fire coming from his feet. Must be blocked high, and has autoguard while he is 
flipping through the air for only 1 hit. Weegee also cant be hit by projectiles during this move.

Hirensou/Dual Ice Strike = RDP + c (air ok)
Weegee does the same move above, except when Weegee lands, he'll punch the ground, surrounding himself with ice blades.
Weegee is left extrememely open afterwards, so use this move wisely.

---Supers---

Hagetaka Kudaku/Vulture Smash  = DP + 2P (air ok)
Weegee does a Weegee Flop combined with electricity. I took this move from
Tatsunoko vs Capcom's Ken the Eagle, who does a move similiar to this. (ableit without the 
electricity, called Science Ninpo Bird Smash, i think) This move can also OTG.

King's Dinner = QCB + 2P
Weegee will throw a piece of dinner diagonally. When it gets to the center of the
screen, Weegee summons King Harkiainn (from the Philips CD-i zelda game).
He proceeds to wonder about dinner, and throws dinner at the dinner, in turn reflecting off
of it to hit the opponent below. This is based off of Tekkaman's "DAITAIKEN TEK LANCER!!!!" move
from Tatsunoko vs Capcom, or Super Spinning Tek Lancer in the American Version. The dinner can hit opponents on the way up, 
and if the opponent gets to the front of King Harkiann (somehow), he'll knock them back into the dinner. If King Harkiann is
hit during the move, he'll retreat, ending the move, but Weegee will still be left open. King Harkiann cannot be thrown.

Mama Luigi's Tale = RDP (Reverse Dragon Punch, B, D, DB) + 2k
Weegee goes into a defensive pose. When the opponent strikes Weegee, he tells the opponent
the story of Mama Luigi. This counter
activates against any attack (Yes even super attacks) except for projectiles and throws.

Cold Stare = LP, LP, F, LK, HP (Level 3)
If you guessed from the command above, it's a SGS. Except Weegee stares at the
opponent when he grabs them. And turns their head into Weegee. And blows it up. for massive damage.
But you dont see it on screen. Weegee has some invincability on low attacks during the move.

Weegee Laser = D, DF, F + 2k (Level 3)
Weegee charges up his energy into his eyes, and then blasts the opponent with a laser
beam, dealing REAL SOVIET DAMAGE. Afterwards, Weegee is tired, leaving him open.

----Known Bugs----
1. The Weegee head might show up incorrectly, depending on the size of your character.

2. If you do a throw near the corner, the opponent will not show up on the other side, even if your right
next to the corner. The opponent will just drop down normally, and Weegee will turn around.

3. If the Cold Stare is done near a corner, you might see dust sparks, because during the move, Weegee
and the opponent will be re-aligned to the center of the stage. This is rather minor though.

4. The Cold Stare has problems going to a custom winstate. (all Shun Goku Satsus usually have a cool win pose after it)
Therefore, I've taken it out for right now. 

5. The Mama Luigi's Tale can stop helpers from attacking, and if that happens, the player will not go into the
P2State that the move would put the player in. That means they can walk around, and move away from the counter attack.

6. The Ryuujinkyaku and Hirensou all have problems with the combo counter.

----Stupid Stuff about this Weegee character----

-Making palletes for this character is hard, because there are multiple colors for any color (just take a look at his
palletes)

-During the time i was making this character, I was also updating my MvC Zero. They both got moves that have Blazblue sprites
in them (Jin's Ice effects, to be exact)

-Also, Weegee orignally had a 2 cut moves, one was a projectile, where Weegee would kick the opponent and send his leg after them.
The other one was a Rekkoha-like move that had Jin's Ice Blade. Both were cut out.

-I spent a bunch of hours in Corel Paintshop Pro. Geez.

-Some of the effects were either; 
A: open source 
B: from the Megaman X games, then I edited them with Corel Paintshop Pro to make them pretty
C: Made them blurry to make them look different

-Most of the sprites in this character were edited from the single sprite. However, most of them involve cutting out
a body part (Weegee's arm, for example), and placing them somewhere else, and then editing the sprite to match it.

-The Spaghetti move is my first helper projectile I ever created.

-I recorded the voices (except King Harkiann) with Camtasia Studio 6. I just looked for videos involving Weegee, Mama Luigi, 
or Gay Luigi

-Making Weegee do the Caramelldansen will destroy the world and make Azusa hit me because I didnt have time to watch the 2nd
season of K-On

-MUSOU! MUSOU! MUSOU! MUSOU! MUSOU! 5CCCCCCCCCCCCCCCCCCCCCCCCCCCC (strategy for every Jin player I come across)

-*jumps back* HADOUKEN! HADOUKEN! *jumps towards* SHORYUKEN! SHORYU- FINAL ATOMICK BUSTA!

-Let me put my GIGANTIC TAGER into your Kikoshou. 

-Whoever looks at this is probably not gonna be amused. Or probably scared

-I might make the Heavy Weapons Guy for Mugen. If i could find a way to make them look like the Mortal Kombat games, I
would attempt to make the Heavy.

Like i did with my edit of Megaman Zero, I'll give a few questions and stuff to the public.

Q. Why did you decide to make Weegee?
A. Cuz I was bored. Besides, Weegee looked easy to sprite (and geez, was i wrong...)
Besides that, I looked at all the cheapo Weegee edits, and then there was this one Weegee character
that actually looked interesting and cool. Unfortantely, I never saw that character get released.
So I decided to make Weegee.

Q. Why is Weegee balanced? I thought he was godly.
A. Here's a quick, horrible, 1-minute thought of a fan story just made up to answer that question;
Weegee had his powers stolen from Malleo. So Weegee chases after Malleo. ARE YOU HAPPY NOW?
But seriously, why would I make him overpowered? Unless I wanted to, though...

Q. Why did you borrow inspiration from other video games?
A. Because Weegee only had one move that everyone knows; the stare. So i got a little bit 
creative. At least Im not adding the sound effects for GARUUFRIEND! (a engrish move in Guilty Gear
that i did not use) You can tell Capcom to be "creative" if they want to make Phoenix Wright in
Marvel vs Capcom 3. There is so much more than, "Objection!"

Q. Can you add more memes?
A. Unfornately, no. I only wanted the Hotel Mario Mario, Mama Luigi and the King of Hyrule.
Just be happy that I added spaghetti. Maybe in the future i'll add in more content (like i always do.)

Q. Why does Weegee have defensive moves?
A. To offset the weakness he has. I got this idea because whenever I play against Warusaki3's CvS characters
(Which have some good AI), they always outpoke me (well, unless I'm playing as Axl Low, but that's a different
story :D). So I decided that Weegee would have a counter to help him with his short limbs.

Q. Why is that the Weegee head for the Cold Stare move not attached to the opponent's head?
A. Because it isnt. It's binded to the a certain place, where most character's head are supposed to be.
However, if the character in the Cold Stare move is short/small, then the Weegee head will be slightly above
the character. In order to fix this, one would have to somehow make the Explod bind to the opponent's
head (i think). Sadly, i dont know how to do that.

Q. Why does the King's Dinner move not work near a corner?
A. Because the dinner created by King Harkiann are normal projectiles, and they cant leave the screen.
Since the move can actually go past the screen, the only projectiles that will be used are the one that
King Harkiann throws.

Q. Why do the projectiles from King Harkiann disappear when he's hit?
A. Because he's a helper, and all projectiles are removed from the helper when he disappears.
The King uses his "Enough!" animation if he's hit, which is actually the ending state of the move.

Q. Why is the screen during Cold Stare just suddenly turn black?
A. Because I used a plain, black box as a explod. And also, I didnt want the screen to actually turn
slightly black, because: 1. The move has the characters repositioned to the center, so I dont
want you to see it, and: 2. To make the move more dramatic.

Q. What's with the Japanese names?
A. I thought the names I gave for some of the moves were a bit cheesy, so I decided to put them in Japanese.

Q. Could you make Weegee do the Caramelldansen as one of his winposes? (from Jalen66... jk :P)
A. Well...
